The Points of Single Contact (PSCs) aim to assist European service sector companies in navigating through sometimes very complex legal procedures. EU service sector businesses receive an overview of all relevant regulations and procedures for doing business in the country of choice.

Advice provided by the PSCs is legally binding and are even accessible from a long distance (i.e.: via internet). The Points of Single Contact additionally simplify the administrative processes by acting as a case manager for each company's activities. Nevertheless, the service of the points of single contact is optional. Entrepreneurs may always address themselves directly to the relevant authorities, if they prefer.

Germany is a federation consisting of 16 states (Länder). Each of the 16 federal states has its own legislation and administration. Whereas economic legislation is mainly enacted at the federal government level, the states manage and supervise the local administrative authorities.

Therefore there are many state-level institutions that  provide helpful support for business operations in Germany. These range from state investment promotion agencies and startup centers to  online administration guides and services which are specialized in the relevant state.

Bavaria

In Bavaria the Points of Single Contact (PSC) may be adressed by all service businesses that are affected by the EU Services Directive. Service occupations that are not representet by a specific professional chamber may address the PSC at their local Chamber of Industry and Commerce.

Berlin

In the state of Berlin, the Point of Single Contact is located at the Senate Department for Economics, Energy and Public Enterprises. Besides being a contact and information point for businesses in Berlin, the Point of Single Contact also guides through the necessary administrative procedures within the state.

Brandenburg

The Point of Single Contact of the State of Brandenburg supports service enterprises in accordance with Art. 6 of the European Services Directive.

Bremen

The Point of Single Contact in Bremen is available as a contact and service point for starting and pursuing a service business in Bremen.

Hamburg

The Point of Single Contact in Hamburg provides both service providers and recipients information about starting, changing and ending service activities in Hamburg. In addition, the required application procedures can be processed electronically via the Point of Single Contact.

Hessen

The Point of Single Contact in Hessen is the central internet platform for all entrepreneurs, freelancers, and other self-employed individuals that want to establish or change their business in Hessen in a fast, simple, and uncomplicated manner.

Lower Saxony

Saarland

The Ministry of Economic Affairs and Science of Saarland is primarily responsible for the implementation of the EU Services Directive in the State of Saarland. Its state portal provides information, relevant documents and links regarding the directive and its realization in Saarland.

Saxony

In the Free State of Saxony, the Point of Single Contact is managed by the Regional Office (Landesdirektion) in Leipzig. Its Internet portal provides service companies and customers comprehensive information. Moreover, it offers the possibility of processing electronically formalities and procedures.

Saxony-Anhalt

The internet portal for EU service providers of the State of Saxony-Anhalt offers access to administrative services that can be processed centrally through the Point of Single Contact of the state.

Schleswig-Holstein

The Point of Single Contact of the state of Schleswig-Holstein assists you with all questions related to the service activities supported by the EU Services Directive. All procedures and formalities necessary to offer services can be processed directly through the Point of Single Contact.

Thuringia

The Points of Single Contact located at the Chambers of Industry and Commerce and the Chambers of Skilled Trades and Crafts in Thuringia. They may be contacted for information about the legal requirements and the conditions applicable for offering services in the state.
